LTS is seeking a Solutions Architect to support the Department of Veterans Affairs (VA) Health Portfolio.

The Health PMO support contract provides IT program management, project management, technical management, financial management, functional planning, and documentation analysis in support of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD) Health Portfolio

The VA Health Portfolio is focused on development and execution of quality IT projects that address the needs of Veterans and health care providers through management of health care information and sustainment of production software to keep the mission going.

Duties & Responsibilities

  • IT Strategy development, maintenance and monitoring including strategic road mapping across the IT Portfolio.
  • Develop IT Architecture Runways consistent with VA Enterprise Standards and OCC business needs
  • Author primary architecture artifacts for new systems to generate a baseline of technical reference and expertise
  • Solution architecture guidance through direct, sprint by sprint engagement with CC Product Line Architects and Product Teams, as necessary
  • Solution Architecture review and approval at Intake, Design, Release Planning, Test Readiness, and Operational Readiness Reviews.
  • Recommendation and execution of processes for AoA and Market Research for products and services to be acquired, including measurable success criteria and user engagement plans.
  • Approve the design, build and implementation of enterprise-class systems for a production environment
  • Align standards, frameworks with overall business and technology strategy
  • Create solutions that balance business requirements with information and cyber security requirements
  • Identify design gaps in existing and proposed architectures and recommend changes or enhancements

Required Skills & Qualifications

  • Bachelors Degree preferred in Engineering, Computer Science, Systems, Business or related scientific/technical discipline is required. 
  • 15+ years of demonstrated experience
  • 10 years of additional relevant experience may be substituted for education
  • Scaled Agile Framework (SAFe) Certification
  • Prior experience working in or with the VA
  • Prior experience working in or with the VA Office of Community Care.
  • Knowledge or experience with VA’s EHRM Program
  • Knowledge or experience with Cerner Millennium
  • Technical delivery experience required (As developer, IT Architect or equivalent)
  • Advanced knowledge of database structure and theory
  • Experience with MySQL and MSSQL
  • Basic understanding of disaster recovery and database backup procedures
  • Familiarity with reporting tools
  • PostgreSQL certification preferred
  • Ability to work independently with minimal supervision and assistance
  • Strong interpersonal communication skills
  • Organizational skills and ability to solve complex problems
  • Proficiency in performing analysis and evaluation
  • Experience in the healthcare industry preferred

Clearance Requirement:

  • Ability to pass pre-employment background investigation, including credit check
  • Ability to obtain and maintain a Low background investigation (LBI)
