Responsibilities

  • Independently manage 2-3 high-value, high-complexity proposal efforts 
  • Actively participate in the pre-RFP capture process, working closely with the pursuit team to ensure execution of the win strategy and sufficient preparation for successful proposals
  • Facilitate the development of win themes and differentiators, ensuring they are updated, validated, communicated, and incorporated in the proposal
  • Read and interpret RFP requirements to validate capture assumptions and solution design, participating in the bid/no-bid decision
  • Develop the proposal schedule and ensure deadlines realistic/achievable
  • Prepare the Proposal Production Plan to ensure compliance with proposal delivery requirements
  • Maintain configuration control of documents and deliverables in SharePoint
  • Facilitate solution, review, and communication meetings
  • Perform Quality Assurance (QA) inspection of all proposal deliverables
  • Perform hardcopy and electronic proposal production and submission
  • Deconflict proposal schedules across the organization, ensuring all deadlines are achievable
  • Design, build, and maintain the REI proposal knowledge management framework in a SharePoint environment
  • Maintain and improve the REI proposal process, ensuring consistent use across the organization

Qualifications

  • 10 years Federal Government contracting proposal development experience
  • 7 years Federal Government contracting proposal management experience
  • 5 years SharePoint management and administration
  • 10 years’ experience with the MS Office Suite - highly proficient with MS Word, MS Excel, MS PowerPoint
  • Proven experience leading and winning proposals in the Federal civilian market valued over $30 million ($500 million if multiple award)
  • Strong interpersonal communication
  • Project management
  • Understanding of win themes and differentiators
  • Strong written communication
  • Organizational process improvement and process design
  • Knowledge management framework design and implementation
  • Meeting and working group facilitation
  • Bachelor’s Degree
