LTS is seeking a 508 DevOps SQA Tester to support the Department of Veterans Affairs (VA) Health Portfolio.

A qualified candidate requires experience in Software quality assurance testing with emphasis on 508 testing (i.e. 508, functional, regression, defect management).  The 508 SQA Test Engineer requires strong systems, software, cloud, and Agile testing experience to support a complex program to provide Agile testing, development and operations and maintenance for Health Systems in support of Department of Veteran Affairs (VA) Office of Information Technology (OIT) Health Portfolio.

The 508 SQA Test Engineer must be a self-starter that is able to proactively conduct and coordinate testing activities, perform root cause analysis on issues, lead and coordinate activities through testing and SDLC build cycles, understand and discuss risk acceptance. Candidate must have the ability to work with multiple and different stakeholders throughout the process, and the ability to lead/manage a team of testers to conduct testing for one or more projects. The Health PMO support contract provides IT program management, project management, technical management, financial management, functional planning, and documentation analysis in support of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD) Health Portfolio

Qualifications and Responsibilities:

  • Take on lead 508 tester role which includes creating writing test plans and test cases, performing functional testing, and communicating status with customer.
  • Coordinate with VA 508 office to ensure testing is properly managed and 508 certifications is achieved
  • Experience with assistive technologies (JAWS, NVDA,) required
  • Thorough knowledge of Section 508 of the American with Disabilities Act (ADA)
  • ​Establish 508 guidelines, policies, documentation, and governance for the sub-portfolio testing effort
  • Conduct in-depth review and assessment of development remediation efforts and technical documentation and then test solutions to ensure 508 compliance
  • Knowledge of 508 testing and development best practices, guidelines, and testing methodologies
  • Evangelize, implement, mentor and utilize DevOps tools and techniques for Testing of Health Applications.
  • Validate front -end features for 508 compliance
  • Verify system 508 compliance and oversee all aspects of testing
  • Develop and maintain quality testing deliverables (i.e. Master Test Plan, Test Evaluation Plan, and Test Report, test procedures)
  • Create comprehensive and complete test scripts based on reviews of new builds, integration, and sustainment requirements
  • Create and establish a testing strategy that defines how the application will be tested, testing standards and methodologies to be used, testing automation, test data generation and management, and testing reporting
  • Be responsible for on-time completion of all tasks assigned
  • Experience with VA development and security processes is highly desired
  • Strong facilitation and documentation skills
  • Understanding and supporting the Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban or other iterative development approaches
  • Familiar with industry standard methodologies
  • Communicate well with other leaders, teams and stakeholders
  • Lead and Facilitate meetings
  • Understanding of DevOps methodology
  • Product Lifecycle Management - Assisting the project to achieve and maintain Product Lifecyle Management (PLM) maturity levels. 

Requirements:

  • Education Requirements: Bachelors Degree in engineering or technical discipline is required.
  • 5 Years of Experienced Required (8 years of additional relevant experience may be substituted for education)
  • Experience in DevOps preferred
  • SAFe certification preferred
  • Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices a plus
  • Must have experience with diverse IT Development projects both large and small preferred
  • Agile/SAFe background
  • 508 and other testing Measurement and Metrics
  • Cloud Tools, AWS, Azure preferred
  • Excellent communication, presentation, analytical, and writing skills in support of development, operations, product management and business stakeholders
  • Proficient in MS Office Word, Excel, and PowerPoint as well as Information Technology Testing tools (e.g. SOAP UI).
  • Proficiency in MS Visio desired (but not required)
