LTS is seeking an IT Program Manager in the Washington Metropolitan Area (WMA).

The Sponsor’s office is the steward of the Sponsor’s foreign language program, overseeing the development of foreign language policy and implementation for strategies to strengthen foreign language capability and tools. The Sponsor is seeking an IT Program Manager (PM) to provide program management tasks for Sponsor applications.  The PM will assume responsibility for an application being developed by another Sponsor group.  The PM will lead coordination efforts between Sponsor and organizations and product owners.  This individual will focus on the systems that support these initiatives.

Work Requirement:

  • The candidate shall lead the development of applications for the purpose of housing foreign language resources, tools, and lessons.
  • The candidate shall collaborate with Sponsor technology partners to further develop a learning management system application.
  • The candidate shall manage day to day activities such as consulting with users, management, vendors or developers to assess computing needs and system requirements.
  • The candidate shall implement technical solutions and schedules in a timely manner.
  • The candidate shall work with sponsor leadership to prioritize tasking in an agile environment.
  • The candidate shall deploy Agile PM best practices to the sponsor area.
  • The candidate shall manage requirements.
  • The candidate shall communicate IT requirements between management and technical entities.
  • The candidate shall develop and manage user stories.
  • The candidate shall collaborate with the technology partner to develop documentation to include, but not limited to, systems security plans, Concept of Operations (CONOPS), Standard Operating Procedures (SOP) and training materials.
  • The candidate shall work in an established team.
  • The candidate shall stay current with emerging trends in technology.
  • The candidate shall provide recommendations to management on further enhancing systems.
  • The candidate shall collaborate with learning enterprise partners.
  • The candidate shall create accreditation artifacts.
  • The candidate shall collaborate with the technology partner to document Accreditation and Authorization (A&A) activities.

The candidate shall have the following required skills and demonstrated experience:

  • Demonstrated on-the-job experience leading agile projects
  • Demonstrated experience with program management
  • Demonstrated experience leading multiple projects
  • Demonstrated experience using JIRA in an Agile environment
  • Demonstrated experience with Software Configuration Management (SCCM)
  • Demonstrated experience creating program or system documentation such as system security plans, CONOPS, or SoP’s
  • Other demonstrated experiences which are highly desired, though not required, include:
  • Demonstrated experience with the systems accreditation process (A&A)
  • Demonstrated on-the-job experience with Sponsor security governance procedures, including frequent ISSM interactions
  • Demonstrated experience in AWS Cloud computing and Mobile technologies
  • Demonstrated experience with strategies for online learning and its delivery platforms
  • Demonstrated experience with copyright and accessibility compliance (WCAG 2.0 AA)

Clearance Requirement:
