Under the direction of LTS Senior Management, the Deputy Director is responsible for the safe and efficient operation of all assigned COVID-19 test collection locations to include personnel management, logistics management, supply chain management and adherence to all safety standards.  (The Deputy Director will be provided with all appropriate training and safety protocols.) 


Essential Duties and Responsibilities:

  • Manage the operations and throughput for state COVID testing sites
  • Work closely with scheduler, facilities team, Regional Director, and Executive team
  • Responsible for daily and weekly reporting to management and customers
  • Perform daily check in with all Regional Directors and Senior Site Coordinators
  • Lead development site operations and COVID-19 safety protocols, policies and procedures, and ensure adherence among all operations across the program.
  • Monitor site budgets and execute purchasing and vendors decisions within budget
  • Responsible for performance benchmarks for Drive Through, Mobile Site, and Stationary sites including staff scheduling and resource allocation
  • Responsible for coordination with local government and site coordinators to establish and execute on testing needs
  • Coordinate schedule and staffing for school testing teams in cooperation with school leadership; works with scheduling team to coordinate weekly schedules
  • Manage vendors and team members needed for all operational sites
  • Participate in regularly scheduled and ad hoc meetings with all customers
  • Collaborate with third party facility leads for testing operations at existing facilities, if applicable
  • Responsible for oversite of inventory control
  • Other duties as assigned



Additional Duties and Responsibilities, specific to success of COVID-19 test site operations: 

The Deputy Director will be provided appropriate training and safety protocols, and must be willing to:   

  • Interact with potentially COVID-positive patients (while wearing required PPE for safety) 
  • Wear a KN-95 mask while onsite at test locations for prolonged periods of time
  • Work outdoors in varying weather conditions 
  • Understand proper procedures for administration of anterior nasal swabs for COVID-19 testing
  • Collaborate with healthcare team while providing care
  • Adherence to testing protocols
  • Display command of medical terminology and infection control
  • Produce project deliverables as assigned
  • Must abide by all LTS PPE and safety protocols
  • Other duties as assigned by senior leadership
  • Flexibility to work nights, weekends, holidays, and on-call duty


Required Skills and Qualifications:

  • 3-5 years Project Management and/or Logistics experience
  • Exceptional organizational skills and a demonstrated ability to prioritize and move forward multiple projects simultaneously
  • Exceptional oral and written communication skills and the ability to lead nuanced communication with vendors as well as state local government officials
  • Demonstrated ability to execute key purchasing, personnel, and operations decisions autonomously and in communication with Executive Team
  • Experience with managing multiple teams and projects simultaneously
  • Ability to travel to COVID sites, Travel with being up to 40% of job requirement
  • Strong Microsoft office, Teams skills a plus
  • Active Driver’s License with clean driving record
  • Ability to pass background check


Physical Requirements:  

  • Ability to work inside and outside for extended periods of time.  
  • Ability to perform job duties while, sitting, standing, squat, bend at the waist, kneel and walking for extended period of time.  
  • Ability to lift and carry up to 15- 20lbs., reach in all directions, and unassisted. Ability to use lifting motion over and below waist from 15lbs-20 lbs. without assistance.  
  • Ability to use vision or corrective vision to determine depth perception and to discriminate between color coated objects.  
  • Ability to perform gross motor functions, fine motor functions and maintain olfactory sensory functions.  
  • Ability to work in latex safe environment.  
  • Ability to be qualified using medical evaluations and physicals for adequate passing for respirator use.  
  • May be exposed to infectious diseases and occupational dangers such as needle pricks and outdoor inclement weather.
