Position Summary 

ECODIT is seeking qualified candidates for a Gender Analysis and Technical Advisor position with the five-year USAID Gender Leadership, Equity, and Advancement for Development (LEAD) Program. The Program provides technical assistance and forward-leading programmatic support, thought leadership, and knowledge dissemination in gender integration to USAID Missions and Bureaus across sectors and focus areas. LEAD also supports Missions and Operating Units (OUs) in the implementation of the 2018 Women’s Entrepreneurship and Economic Empowerment (WEEE) Act and USAID’s Gender Equality and Women’s Empowerment Policy (Gender Policy) as operationalized through ADS 205. LEAD is managed by USAID’s Gender Equality and Women’s Empowerment Hub (GenDev). The Gender Analysis and Technical Advisor will support analytical design, strategy development and other program activities that address gender gaps, prevent Gender-Based Violence (GBV), and improve gender outcomes across all sectors of international development. They will be expected to use learning approaches, methodologies, and resources, currently recommended by USAID, in order to provide consistency for effective gender integration across the program cycle and focus areas. The Gender Analysis and Technical Advisor will report to the project’s Deputy Chief of Party (DCOP), who provides technical leadership for gender integration activities. 

 

Key Responsibilities  

  • Work collaboratively with LEAD team members to formulate strategies and to design, implement, monitor, evaluate, and learn from gender integration activities.  

  • Support gender integration within multiple sectors, including Democracy, Human Rights and Governance (DRG); Environment and Climate Change; Economic Growth; Education; and Health.  Provide technical expertise in gender integration, including as a team lead or member of gender analysis teams. Create or contribute to gender integration guidance documents, reports, and training tools. 

  • Support LEAD’s training, peer learning, coaching, and mentoring activities. 

  • Conduct literature reviews, key informant interviews (KIIs), focus group discussions (FGDs), consultations, data analysis, report writing, validation, and uptake sessions. 

  • Develop research papers and/or analytical products and share findings on relevant gender topics, such as identifying levers of change on social norms and WEE 

  • Develop best practices for integrating an intersectional lens in gender analyses, training activities, and communication tools. 

  • Conduct workshops, discussions, and webinars socializing gender analysis findings for USAID audiences. 

  • Survey and collate existing resources for gender integration, identify learning gaps, and support ongoing learning efforts to address these gaps, including by developing comprehensive and user-focused toolkits on specific gender issue areas (e.g., WEE, GBV). 

  • Lead and/or contribute to gender analyses using the domains described in ADS 205 and in USAID inclusive development guidance. 

  • Support the identification of opportunities to support local organizations to advance gender equality and women’s empowerment in their respective countries, including through grants. 

  • Represent LEAD at technical events and fora, as requested. 

  • Adhere to ECODIT’s ethical, quality, and environmental policies. 

  • Perform other duties as needed to ensure the success of the project.  

 

Required Qualifications: 

  • Master’s degree in social sciences or a related field (e.g., gender and women’s studies, sociology, anthropology, development studies, geography, and environmental studies). 

  • At least six years of relevant experience integrating gender considerations into international development programs. 

  • Deep expertise in or knowledge of at least one specific area of gender studies (e.g., WEE, GBV, social norms) and experience working on sector-specific international development projects or activities (e.g., DRG, Education, Health, Environment). 

  • Strong knowledge of how to identify gender gaps and apply gender equality and social inclusion (GESI) concepts, analysis, and approaches in development programs. 

  • Experience in qualitative and quantitative GESI research methods and the development and implementation of gender analysis and conceptual research frameworks. 

  • Strong understanding of gender-responsive methodologies and approaches, and experience conducting gender and social analysis that is meaningful and delivers outcomes and impacts. 

  • Previous experience working on USAID-funded projects with a gender focus. 

  • Experience with developing and delivering reports, toolkits, data collection instruments and capacity building activities (e.g., data collection, analysis, facilitation of workshops and webinars). 

  • Strong knowledge of USAID’s 2023 Gender Equality and Women’s Empowerment (GEWE) Policy and ADS 205. 

  • Excellent English written and verbal communication skills, including developing and delivering engaging, informative, and well-organized presentations. 

  • Ability to be a team player in a busy, diverse environment, often with tight deadlines. 

 

Additional/Preferred Qualifications: 

  • Solid understanding of USAID project cycle, performance indicators, and monitoring and evaluation methodologies and reporting systems. 

  • Fluency in a relevant foreign language (e.g., Arabic, French, Spanish).
