Position Summary: 

Under the direction and supervision of the Finance Director, and in close coordination with the Vice President (VP) of Project Management (PM) Systems and the VP of Programs, the Budget Manager (BM) will oversee all functions related to the company and project budget processes, multi-year forecasting models, as well as manage other special projects at the request of the Finance Director.  The BM will support effective budget management and implementation, including corporate and project budgeting and budget monitoring including any corporate or project financial reporting.  The BM will plan, evaluate, develop, implement, and maintain policies and procedures associated with these and closely related areas.

Responsibilities

  • Manage the annual budget process for the company including, but not limited to working with technical project teams and operations support teams (finance, contracts, HR) to develop annual corporate budgets; providing budget  and financial management data, reports, and guidance to project and operations support teams; maintaining the integrity of the budget and personnel data within the budgeting system; and preparing budget reports for the Senior Leadership Team (SLT).
  • Provide collaborative leadership and analytical support in planning and organizing annual and multi-year budget development and serve as the primary resource on matters pertaining to budget planning and monitoring.  Collaborate with the SLT, project managers/directors, and operations team managers to set budget goals, targets, and constraints.
  • Respond to budget-related requests from SLT and team managers/directors.  Support project managers in monitoring contract budgets against spending, pipeline analysis, budget realignment, regular project financial reporting, etc.
  • Analyze financial information and identify variances between actual and budgeted financial results at the end of each reporting period (quarterly and annually).  Monitor, analyze and evaluate the financial situation of the company against budgets and provisional indirect rates.
  • Support in the preparation of corporate financial statements and provide relevant financial information quarterly and annually to the Finance Director for presentation to SLT.
  • Support the Finance Director in the design and implementation of financial systems that meet the growing needs of the company, including overhauling the company’s financial systems or technologies, as necessary.
  • Review monthly Project and Loss by Job report.  Ensure that expenses are recorded in the correct accounts and / or project codes.  Coordinate with project accountants in recording any adjustments, if any.
  • Suggest and perform other duties as assigned to contribute to continuous improvement and the sustainable growth of the company.

 

Requirements and Skills

 

  • Bachelor’s degree in relevant field. 
  • In-depth exposure to government contracting and international development.  Strong understanding of government contract accounting and cost principles.
  • At least 7 years of experience performing the core  functions described above.
  • Ability to create and manage corporate and project budgets.  Familiarity with forecasting methods and data analysis.
  • Thorough understanding of budgetary principles, practices, and policies.
  • Proven ability to handle and manage multiple tasks, duties, responsibilities and shifting timelines, while meeting deadlines.
  • Excellent analytical, management, organizational skills, and attention to detail.
  • Strong written and verbal communication, and presentation skills.
