Position Summary

ECODIT is seeking Gender Experts to support gender analyses with the five-year USAID Gender Leadership, Equity, and Advancement for Development (LEAD) Program. The Program provides technical assistance and forward-leading programmatic support, thought leadership, and knowledge dissemination in gender integration to USAID Missions and Bureaus across sectors and focus areas. LEAD also supports Operating Units (OUs) in the implementation of the 2018 Women’s Entrepreneurship and Economic Empowerment (WEEE) Act and USAID’s Gender Equality and Women’s Empowerment Policy (Gender Policy) as operationalized through Automated Directive System (ADS) 205. LEAD is managed by USAID’s Gender Equality and Women’s Empowerment Hub (GenDev).

 

Key Responsibilities and Deliverables

The Gender Experts will be responsible for the following deliverables:

  • With team lead, co-draft the gender analysis methodology, which includes a work plan/schedule, a list of key stakeholders to interview, and research questions guides. 
  • Contribute to a review of existing literature, including USAID and third-party gender analyses, critical and feminist research papers, reports, policy documents, evaluations, and quantitative data sets.
  • Conduct primary data collection as needed to address the information gaps from the literature review. This may involve in-depth interviews and focus groups. Participate in onboarding sessions and daily coding sessions with the research team.
  • With team lead, co-facilitate a validation and prioritization workshop.
  • With team lead, draft and finalize a 20-25-page gender analysis report with substantive annexes.
  • Adhere to ECODIT’s ethical, quality, and environmental policies.

Gender Analysis Report

Page Length: The report will be up to 20-25 pages (excluding annexes).

Content:

  • Executive Summary (up to 2 pages):  In a table form, present findings and recommendations by sector Note: the executive summary is excluded from the page limit.
  • Back and context Context (up to 2 pages): Overview of the gender equity context, integrating context- and sector-specific data disaggregated by sex, gender, and other factors.
  • Findings and recommendations (17-22 pages): Key findings and recommendations from the gender analysis. Findings will be clearly supported by multiple evidence sources. Recommendations will be concise, specific, practical, and relevant to decision-making and the achievement of results. Recommendations will be presented in a format that simplifies integration into strategy and activity design.
  • Annexes:
    • Gender Analysis and Integration Matrix (GAIM)
    • Methodology and limitations
    • List of key stakeholders consulted (redacted for privacy and confidentiality as needed)
    • Interview and focus group guides
    • References and sources cited

 

 Required Qualifications:

 

  • Master’s degree in social sciences or a related field (e.g., gender and women’s studies, sociology, anthropology, development studies, geography, and environmental studies).
  • Experience conducting qualitative and/or quantitative research on issues of gender equality and women’s empowerment in focus country.
  • Expertise in or knowledge of at least one specific area of gender studies (i.e. women’s economic empowerment, gender-based violence, or social norms) or international development sector (i.e. Education, Health, Environment, Democracy Human Rights and Governance).
  • Knowledge of country government gender policies, activities, and mainstreaming programs, and stakeholders and development partner engagement in the gender space.
  • Experience and expertise working with priority population groups: LGBTQI+ individuals, individuals with a disability, and/or youth preferred.
  • Understanding of Do No Harm principles and trauma-informed approaches preferred.
  • Experience with USAID programming and donor requirements preferred.
  • Conversant in English; fluent in national language/s
  • Excellent interpersonal and intercultural skills
