Project Summary: 

Power Africa (PA) is a US Government initiative that aims to advance Sub-Saharan African development through universal access to clean energy and achieve the objectives of ending energy poverty, accelerating a carbon free future, and bolstering competitive private sector investment and innovation in the energy sector. Power Africa Initiative Support Mechanism (PAISM) will provide a comprehensive suite of technical and advisory services to design and implement Monitoring & Evaluation (M&E), Collaborating, Learning and Adapting (CLA), Knowledge Management (KM) and technical tasks. The focus of the activity will be on providing support to the Power Africa Coordinator’s Office (PACO) teams, which includes the Energy, Partnership, and Program offices, through targeted M&E, CLA and KM advisory services; relationship management support; technical assistance, database management, and capacity building that improves organizational and development outcomes for Power Africa. 

Position Description:

ECODIT is actively seeking a senior-level CLA/KM Lead with combined skills for knowledge management, organizational development, facilitation, and evidence-driven assessments, to join our team for the USAID Power Africa Initiative Support Mechanism (PAISM). This strategic role will be based in Pretoria, South Africa and may require travel across Sub-Saharan Africa.

The CLA/KM Lead will play a pivotal role in driving our adaptive management processes and approaches to increase program effectiveness and relevance, spurring learning and facilitating knowledge sharing, implementing cutting-edge learning strategies, and capacity development/strengthening at local levels as well as across Power Africa. Additionally, s/he will lead knowledge management efforts to support Power Africa’s efforts to cultivate a knowledge sharing culture and enhance PACO’s knowledge management processes and systems.

Reporting directly to the Chief of Party and supported by a home-office CLA Advisor, this position will be instrumental in enhancing our programmatic impact and fostering a culture of continuous improvement and innovation. This position will also supervise specialized consultant(s) to support various knowledge management activities.

Responsibilities:

  • Support Power Africa (PA) in the implementation of its CLA strategy with implementing partners (IPs)  
  • Design and facilitate learning activities and collaborative engagements across PA’s IPs and key stakeholders.  
  • Oversea and facilitate CLA support and capacity strengthening for USAID and IPs 
  • Co-create and manage PA learning agenda with PACO, including developing and leading the implementation of a CLA Strategy Implementation Roadmap with a Knowledge Dissemination Plan. 
  • Assist in development and implementation of knowledge sharing practices through facilitation of sectoral pause-and-reflect sessions with USAID, IP, and stakeholders 
  • Plan, organize and/or facilitate learning activities and events to foster networking and interaction among PACO, Implementing Partners (IPs), and other stakeholders, including workshops, meetings, summits, brown bags on technical topics. 
  • Assist the PA leadership in crafting a compelling CLA vision statement and messaging. 
  • Create CLA awareness programs and provide training and updates to PA, mission staff and IPs on learning events and KM task updates, including organizing quarterly knowledge-sharing webinars and preparing quarterly learning briefs. 
  • Evaluate current organizational practices and processes, identify areas for improvement, establish a framework and schedule for implementation, and track progress toward integrating and institutionalizing CLA across PACO. 
  • Support Power Africa’s annual Portfolio Reviews to identify challenges and opportunities from a CLA perspective, focusing on critical themes and common learning needs 
  • Lead and manage CLA tasks, including developing Scopes of Work (SOWs) for on-demand tasks and managing their implementation. 
  • Support Power Africa to establish practical, user-centered KM systems by leading or managing tasks to: 
    • Conduct a knowledge audit and provide actionable recommendations, with focus on the effective use of technology to support KM and staffing training, 
    • Foster a knowledge-sharing culture, such as by formalizing ad-hoc knowledge-sharing into consistent practice, and 
    • Strengthen KM processes and systems, including embedding after-action learning processes, developing a Google Drive-based document management system, and conducting KM training workshops for Power Africa staff. 
  • Supervise CLA/KM consultants to support knowledge management activities.  
  • Contribute to bi-annual work planning, annual reporting, biweekly progress reviews, success stories, etc.  

 

Qualifications:

    • Bachelor’s degree in the field of international development, organizational development, political science, business administration, change management, social sciences, or related field.
    • Minimum of five years of demonstrated experience in strategic planning; monitoring, evaluation and learning (MEL); CLA, knowledge management (KM); facilitation of learning; , including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies.
    • Previous experience supporting USAID Missions or USAID Implementing Partners in a similar capacity.
    • Knowledge and understanding of USAID's CLA Framework, Knowledge Management and Organizational Learning Policy, Evaluation Policy, Localization, and other initiatives.
    • Experience using in information systems, Information Technology, computer science related to KM systems.
    • Excellent demonstrated ability to effectively interact with and develop relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.
    • Experience managing MEL, CLA, or KM efforts in Southern Africa region preferred.
    • Proven supervisory, mentorship, and leadership capabilities.
    • Demonstrated experience with data organization.
    • Strategic thinker with an understanding of human-centered design principles.
    • Strong oral and written communication skills and excellent interpersonal skills
    • English required; French or Portuguese as second language preferred
