Position Summary

ECODIT is seeking a Business Analyst for the USAID Power Africa Data Technical Support Services Activity (DTS). DTS provides strategic and technical support for the advancement of Power Africa’s 2.0 strategy. Power Africa leverages the expertise and resources of the private sector to advance energy development in Sub Saharan Africa. Under Power Africa, data from many sources must be tracked, verified, analyzed, stored, and utilized for decision making. To date, that process has taken place utilizing two databases: the Power Africa Tracking Tool (PATT) and the Power Africa Information System (PAIS). The Business Analyst will work with a South African-based Data Team whose responsibility it is to maintain PATT and PAIS (home to more than 900 power transactions). The Business Analyst will coordinate, support, and provide quality assurance and quality control (QA/QC) in the transition of PAIS data to a new database system.

 

The Business Analyst is a client facing position that will require excellent writing, speaking, and presentation skills. A strong understanding of USAID Chief Information Officer (CIO) rules and requirements is a plus, and the ability to navigate and synthesize complex materials for non-technical audiences is required. The Business Analyst will serve as a lead technical advisor for the transition of Power Africa Data (PAIS) to a new system/solution. The Business Analyst will provide strategic IT and data services to advise on and support the development of a new system that enhances user-friendliness, improves access and reporting, and improves accuracy of data per Power Africa’s needs. The Business Analyst will oversee the transition of existing Power Africa data into new database(s); s/he will ensure the successful completion of the build out of the new systems; and migration of PAIS data to the new system.

 

Responsibilities

·       Assess Power Africa’s data management needs;

·       Participate in the planning and oversight of the new system – including fit-gap analyses, data mapping exercises, etc.;

·       Assess the current baseline of database management for effectiveness (cost, functionality, and usability) and develop a briefs on data needs and requirements;

·       Manage a subcontracting firm or consultant to oversee the development and customization of the new system;

·       Manage the transition of PAIS data to a new system, including migration of data;

·       Identify a synchronization strategy to minimize the risks associated with data migration to the new system;

·       Develop a crosswalk of data between Power Africa Data (PAIS) and the new system;

·       Engage with CIO experts to collaborate on user stories and workflow diagrams;

·       Provide high-level and detailed Power Africa solution requirements that include functional and non-functional specifications and user requirements;

·       Provide support, training, and written materials to facilitate a transition from PAIS to the new data system; and

·       Define technical specifications, which may include providing input on system architecture needs, hardware and software requirements, performance, etc.

Qualifications

·       Bachelor’s Degree in IT or related field

·       Minimum of six years’ experience working in database management in a client facing role, as a business analyst, or a client success role  

·       Software analyst with database management system (DBMS) experience; database management skills

·       Understanding of federal and agency rules and mandates for data (FITARA, FISMA)

·       Excellent verbal and written communication skills

Desired Experience:

·       Experience working with USAID or the US Government in a data capacity;

·       Experience with visualization tools, such as, Power BI, Tableau, etc.;

·       Experience working with other donors (e.g. UNDP, UNIDO, GIZ, DfID, etc.) in a data capacity;

·       Experience with popular ‘plug and play’ data systems – e.g. Microsoft Dynamics, Oracle, SAP, and other Customer Relationship Management (CRM) Enterprise Resource planning (ERP) systems;

·       Ability to work independently, and;

·       Ability and willingness to travel if needed.
