Position Summary

ECODIT is seeking qualified candidates for a Business Development Manager (BDM) position with the firm’s Business Development team. The BDM will lead proposal development in response to solicitations, provide technical writing services, and support or lead capture and other Business Development efforts. S/he will be responsible for managing the preparation and timely delivery of high-quality and compliant technical proposals using, and in the process improving, the firm’s processes for capture and proposal development.

Specifically, the BDM will be responsible for the following:

Proposal Management (70%)

·         Help identify and mobilize resources to support proposal efforts;

·         Analyze solicitations to determine proposal requirements;

·         Develop compliant and responsive annotated proposal outlines;

·         Assemble proposal teams with clearly defined roles and responsibilities;

·         Develop compliance matrices and monitor proposal compliance using them;

·         Develop proposal development schedules and manage them, proactively reminding proposal team members of deadlines and revising schedules as needed;

·         Manage the drafting of questions on solicitations and submit them to the client;

·         Lead the preparation of data calls to partners; send out data calls and communicate with partners to ensure all adequate data inputs are received in a timely fashion;

·         Participate in developing competitive analysis, win strategy, win themes, and risk mitigation plans;

·         Organize and facilitate planning and strategy meetings/telecons with partners;

·         Collaborate with the Technical Lead in organizing and facilitating technical brainstorming sessions to inform technical approaches;

·         Draft sections of and annexes to technical proposals such as technical approaches, management plans and corporate capability sections;

·         Review and comment on all draft inputs received to ensure compliance with solicitation requirements;

·         Prepare “color review” proposal drafts by compiling inputs received from partners and different proposal authors in a coherent, formatted document structured according to the proposal outline;

·         Disseminate color review drafts to the color teams and facilitate or help facilitate color review meetings/telecons;

·         Work with Technical Lead to develop action plan to revise proposal after each color review;

·         Copy edit and format draft final proposals;

·         Conduct quality assurance/quality control of final proposals before submission; and

·         Manage response final proposal revisions, when requested, and support contract negotiations until award.

Business Development Strategy, Capture and Management Support (20%)

·         Help identify resources required to support capture efforts and the execution of the firm’s business development strategy;

·         Provide support and guidance on teaming;

·         Help draft and negotiate NDAs, pre-teaming agreements, and teaming agreements;

·         Conduct, support or manage business capture trips;

·         Conduct research and monitor relevant platforms for information to support go/no-go and/or bid/no-bid decisions;

·         Participate in the drafting of responses to Requests for Information (RFIs) and Sources Sought Notices (SSNs);

·       Support the collection, compilation and submission of questions to USAID’s Office of Acquisition and Assistance (OAA) in advance of quarterly Business Forecast calls and participate in the calls and draft   summaries of updated information for dissemination; and

·        Provide other support to BD as needed.

Collaboration and Learning (10%)

·         Participate in debriefing of proposals submitted to inform continuous improvement;

·         Recommend and help institutionalize improvements to the firm’s capture and proposal development practices; and

·         Remain current on industry trends and best practices and share these within the firm.

The roles and responsibilities described above may be reviewed and fine-tuned to support the firm’s growing needs and requirements, and the career path aspirations of the BDM.

Required Qualifications:

·         Bachelor’s degree (Master’s degree preferred) in international development, business administration, public policy, water or environmental management, or other relevant field;

·         At least 5 years of progressive experience in capture and proposal management, including for large, complex proposal efforts, preferably for USAID contract opportunities;

·         Experience and/or knowledge of USAID strategies, policies, rules and regulations;

·       Technical expertise in one or more of the following areas: clean energy, climate change, REDD+, LEDS, food security, resilience, forestry, biodiversity conservation, water and sanitation, governance, MEL;

·         Proven ability to successfully manage the full proposal development process;

·         Ability to work under tight deadlines, with multiple/simultaneous bid efforts, and across time-zones;

·         Effective communication skills across global audiences and remote offices;

·         Strong verbal and writing skills in English;

·         Strong attention to detail;

·         Demonstrated ability to produce high quality documents in Microsoft Office Suite (Outlook, Word, PowerPoint);

·         Current U.S. work authorization; and

·         Ability and willingness to travel internationally, if needed.

 Additional/Preferred Qualifications:

·         Experience living and/or working in developing countries; and

·         Fluency in a relevant foreign language (e.g., French, Arabic, Spanish).
