Acquisition Consultant

Location: ASI, telework, and or AOUSC (near Union Station)

Duration: We are nearing the second year of our 5-year sole source Blank Purchase Agreement (BPA).  Ideally we would like this consultant to remain involved with the AOUSC through 2023.

Description of the work:  Seeking an acquisition subject matter expert with Agile methodology experience to provide procurement execution and program management support to the Administrative Office of the US Courts (AOUSC) Procurement Management Division (PMD). Examples of procurement execution and program management support activities include:

Procurement Execution

  • Develop problem statements, statements of objectives, and requirements
  • Performance market research to better understand relevant industries current and future capabilities to identify the best options for our clients
  • Consolidate stakeholder interviews, research, and experience into creative acquisition strategies and plans
  • Develop acquisition requirements documents
  • Create dynamic Independent Government Cost Estimates that allow the user to adjust the model based on changes to various inputs
  • Review cost estimates to refine should-cost information, budget support and total cost of ownership analysis
  • Draft life cycle of procurement documents
  • Support Requests for Proposal/Information/Quote (RFP/RFI/RFQ) communications with industry
  • Support contract administration to ensure appropriate planning, reviews, documentation, monitoring of deliverables, scope change requirements, approvals, metrics, CPARS reports, corrective actions, and reporting throughout the lifecycle

Program Management

  • Assess the current state of program portfolio utilizing various interview techniques including one-on-one, focus group, and facilitated workshops to identify opportunities for quick wins and longer-term improvements
  • Develop and mature COR capabilities through informal coaching, mentoring, and training
  • Develop and maintain integrated schedule of contract actions
  • Introduce agile program management and procurement processes and methods including innovative proposal evaluation techniques to increase the program’s chances of a successful award.
  • Help orchestrate the work of multiple contractors
  • Perform investment analyses, optimize business cases, establish appropriate governance of your investment decisions

Desired Experience:

  • 4-6 years’ experience instructing/facilitation on a variety of acquisition and program management topics to all skill levels

Additional Position Information

In the short term, this individual will be responsible for supporting the Case Management Support Office (CMSO). CMSO requires contractor support for the development, review of pre-award acquisition documents, and procurement package development leading to and resulting in the establishment of a single-award, firm-fixed price (FFP) or FFP-hybrid, IDIQ or Blanket Purchase Agreement (BPA).  ASI will provide contractor support, which will combine DPS national software application development and operations and maintenance support under one IDIQ or BPA contract vehicle.  The support to DPS national software application development and operations and maintenance is currently being provided by multiple vendors resulting in costly inefficiencies to CMSO.  Target award date of the IDIQ / BPA and first TO is September 2021. 

 In the long-term, this position will be part of the acquisition cadre responsible for supporting the various AOUSC task orders that are executed over the next four years.  The position will be required to serve as task lead on different projects and may be asked to supervise in the future.
