Job Summary

Under the supervision and general guidance provided by the Associate Director of People Systems, responsible for designing, developing, analyzing, researching, troubleshooting, debugging, and testing software application programs. Develop and analyze business applications; evaluates programming and system needs and recommends solutions. Assist in the design, implementation, enhancement, and maintenance of large, complex business systems, including Oracle ERP, Exeter Student Systems, and others. Utilize best practices, elicit requirements, create diagrams/flowcharts/models, identify/evaluate/implement software and solutions that meet the needs of the Campus community; develop and execute test scripts for quality assurance. Requires willingness to acquire subject matter knowledge of user group for practical application of system characteristics.

Job Duties

  • Performs complex multifunctional and/or multidisciplinary job functions and activities related to applications development
  • Defines, designs, and implements highly complex application functions/libraries
  • Leads the design and development effort for multi-process integrated applications and interfaces
  • Leads or participates in project critical analyses and studies
  • Applies in-depth understanding of the complexity and interdependence involved with integrated Enterprise application and database
  • Acts as a liaison to the assigned groups throughout the entire life cycle of the product. Independently resolves highly complex issues.
  • Partners with designated team in developing sound programming solutions ensuring consistent and accurate results
  • Manages user requests to ensure software specifications are achievable within available resources and project timeline
  • Evaluates business, research, and user needs and requirements, and develops testing environment to address potential problems with software systems
  • Determines the approach, tools, methodology, and personnel for identifying and resolving problems; recommends changes to testing factors and methodology as appropriate
  • Develops partnership with researchers, scientists, research groups, software vendors and/or upgrade of product within the Institute IT environment
  • Guides and advises less experienced members of the team
  • Ensures quality assurance/testing methods comply with Institute and government standards; may provide technical consulting on complex projects
  • Thorough understanding and application of principles, theories, concepts, and techniques of a field of knowledge resulting in contributions to the development of new theories and methods
  • Has extensive knowledge and understanding of applicable Institute policies and procedures and government regulations
  • Actions and decisions have significant impact on project, function, or department
  • Leads a team for a project, activity, or function, mentors, and coaches junior level coworkers within the organization
  • Develops strategy to improve productivity or efficient use of resources
  • Develops and executes innovative methodologies to improve internal efficiencies
  • Solutions require regular use of creativity and innovation to solve complex problems
  • Interactions normally involve presenting, validating, and analyzing complex information within or outside the organization

Basic Qualifications

  • Bachelors or equivalent with at least 5 years of relevant experience
  • Proficient with Microsoft Office Suite of applications, such as Excel, Word, PowerPoint, Visio
  • Problem solving skills and a supportive attitude
  • Good verbal and written communication skills
  • Ability to understand customer business processes, identify and evaluate available cloud-based services, and align customer business processes with out-of-the-box functionality of available cloud-based services
  • Ability to adapt vendor-provided documentation and train business customers in the use of software
  • Ability to take personal initiative and leverage problem solving skills to figure out how a business software works
  • Expert level knowledge of Oracle RDBMS, SQL, and PL/SQL
  • Expert level knowledge of data analysis techniques
  • Expert level knowledge of business systems and information technology
  • Expert level knowledge of analysis and documentation of business processes
  • Expert level knowledge of quality assurance testing functions

Preferred Qualifications

  • Expert level knowledge of business intelligence and/or ERP systems
  • Experienced in configuring commercial-off-the-shelf or SaaS business applications consistent with customer’s business needs
  • Interest in exploring and keeping up to date with SaaS offerings that could meet customer’s business needs.
