Position Title: Senior Financial Consultant to create Indonesia Finance Manual for Yayasan

Status: Consultant, short- term

Location: Must be a Citizen and Resident of Indonesia 

Salary: 20 million Rupiah fixed fee for deliverable

 

JOB SUMMARY:

The Senior Consultant will create an Indonesian-specific finance manual for Yayasan Landesa Bumi Indonesia. The manual will be in Bahasa and English.

 

ABOUT THE JOB:

 

The finance manual will detail the financial legal framework for operating in Indonesia, including:

 

·        Reporting Requirements - nature of the report and frequency

·        Fiscal Year and audit requirements 

·        Local labor law relating to National Yayasan’s operating in Indonesia

·        Banking regulations applicable to National Yayasan’s in Indonesia

·        Receiving funds from in and out of the country

·        Bank reporting requirements, if any

·        Any other regulation applicable to intervention at the field level, for example:

o   Working with government officials

o   International donor and beneficiary relationship

o   Regulations around advocacy and visibility of Landesa's (Yayasan Landesa Bumi Indonesia’s International NGO partner) program

 

Content of the Manual

·        Overview – Legal structure under which the entity is registered in Indonesia, various reporting timelines, Authorization, Cash Management, Bank Management, fund transfer requirements

·        Accounting System – Landesa global accounting structure, local accounting policies, basis of accounting, accounting package, fiscal year, accounting codes, voucher entry & approval process, month closing, control accounts, storage & maintenance of records

·        Internal Controls – Internal controls for fund management, payment, reporting

·        Fixed Asset Controls & Accounting

·        Income & Expenditure Accounting

·        Payroll & Staff Expenses

·        Legal & Statutory Payments

·        Grant Management

·        Procurement Policy

·        Travel Policy

 

Where applicable Landesa will provide guidance and existing templates from its global policy  to assist with the manual development

 

ABOUT THE SUCCESSFUL CANDIDATE: 

The following experience and qualities will support success as a candidate: 

 

·        Must possess at least a bachelor's degree in finance. 

·        A master's degree in the aforementioned field will be an added advantage. 

·        Minimum of 5 years' experience in financial operations of Yayasan. 

·        Fluency in Bahasa Indonesia and English. 

·        Self-starter and proactive

·        Strong analytical, priority setting, and planning skills, and quality and timely decision-making skills and experience.

·        Demonstrated organizational savvy to know how International NGOs work

·        Demonstrated ability to successfully work with teams operating at a distance, both remotely and internationally. 

·        Ability to work under tight deadlines. 

·        Positive attitude, high integrity, and behavior that aligns with program values. 

 

REPORTING AND RELATIONSHIPS:  

The Senior Consultant reports to Yayasan Landesa Bumi Indonesia’s Executive Director and works closely with the Landesa’s Director of Finance to ensure financial compliance for funding.

This is a two-month short-term contract position with a fixed fee based on deliverables
