Lead activities relating to the ongoing strategic and technical development and maintenance of our electronic municipal market systems, currently known as the Electronic Municipal Market Access system (EMMA®), the official repository for information on municipal bonds.  Additionally, lead efforts of acquiring and maintaining expertise on topics related to the municipal marketplace such as product innovation, new technology as well as new market practices.  Provide assistance in general market research, qualitative and quantitative analysis pertinent to a variety of market structure initiatives, including support of ad- hoc and on-going data requests from different stakeholders.  Additional responsibilities include editorial reviews and collaboration of research reports and white papers.  Collaboration across the MSRB on strategic direction, content development, and technological capabilities and enhancements. 


  • Participates in thoughtful communications about EMMA with stakeholders; when appropriate, reaches out to market constituencies to identify needs and establish requirements to meet specific needs of market participants; organizes and facilitates user groups as appropriate
  • Works closely with others to continuously evolve EMMA, ensuring enhancements are planned, developed, implemented and maintained in a manner that meets the organization’s strategic goals as needed, acts as a business sponsor in the development and roll-out of enhancements to EMMA
  • Helps maintain and manage user feedback and requirements for continuous improvement and issue resolution
  • Presents to Board of Directors and Senior Staff and prepares memoranda to Board as needed
  • Collaborates with Market Structure group in editing and reviewing research and white papers as well as, when necessary, write own market content
  • When necessary, acquire knowledge of new products and technology in the municipal market as well new market practices
  • Performs other duties as assigned



Bachelor’s degree or seven years of project management or securities industry experience is desirable. Relevant experience in utilizing technology to deliver content to meet specific needs of various users is required . Management experience in bring ing complex initiatives to fruition is desired, as is a demonstrated ability of problem solving and developing new and creative approaches to difficult issues. 

Knowledge of municipal securities markets, and industry expertise is a plus, including understanding of needs of market stakeholders, regulatory structure of the municipal market, market data and primary and secondary market issues.

Superior communication, leadership and presentation skills. Must have a successful track record of bringing rigor and best practices to bear on work. Ability to conceive of “outside-the-box” solutions and to objectively assess when alternative solutions may or may not be superior to standard approaches, including assessing and communicating risks and benefits of alternative approaches. Extensive track record in leading project teams, which include managing and motivating through influence and empowering team members to plan and execute work.
