Position Summary:

USAID/Tunisia's Economic Growth Office (EGO} manages a $220 million portfolio of four contracts and three grants. Projects currently focus on promoting inclusive, private sector-led growth to reduce unemployment and contribute to Tunisia's longer-term socioeconomic transformation. Policy reform activities improve public financial management, increase tax revenues, and strengthen the business climate. The EGO Direct will supervise, task, and guide the work of the Advisor. As an Activity Manager, the Advisor will coordinate, facilitate, and directly work with the designated COR or AOR. In carrying out specific assignments, the Advisor will consult and work closely with the EGO Director and other members of the Economic Growth Team. The Advisor is expected to work independently with limited guidance, to take initiative, and mentor local staff when appropriate.

Firm-level activities generate private sector employment by helping Tunisian small businesses increase sales, access finance, attract investment, and expand trade. EGO anticipates designing and awarding three new and large projects in FY2021--tourism, energy, and access to credit. EGO currently consists of an in-country team of 1 USDH and 2 Foreign Service Nationals (FSNs}, and one remote FSN. EGO is in urgent need of a seasoned Economic Development Advisor to help manage the growing EGO portfolio. The Senior Economic Development Advisor will be responsible for a variety of work assignments with an emphasis on (1} conducting analyses to inform decisions and stakeholders, (2) providing strategic input and problem solving to support implementation, (3} producing high quality reports and content, and (4} facilitating USAID business processes for EGO routine and ad hoc actions.

Primary Responsibilities:

A.    Activity Management Duties

-       Evaluates contractor/grantee performance to ensure that project objectives are achieved, including making recommendations and providing solutions to technical and operational issues from implementation;

-       Conducts field visits to project sites across Tunisia to assess issues and results on the ground;

-       Prepares action-oriented reports on project progress, including recommendations for corrective actions to improve implementation and maximize impact;

-       Reviews Work Plans, SoWs, PDs, and any other technical document from implementation to make recommendations to the COR and AORs;

-       Facilitates the work of CORs and AOR with technical and analysis that combines practical experience with best practices;

-       Prepares necessary project documentation and reviews periodic reports to ensure that benchmarks and goals are met;

-       Coordinates with private sector partners and facilitates private sector partnerships in support of EGO objectives;

-       Develops and applies technology-based managements tools and solutions to simplify USAID business processes, anticipate tasks, collect information, communicate on EGO's work, and facilitate the management of EGO activities.

B.    Design Support and Reporting

-       Prepares project documentation for acquisition and assistance actions. When necessary, advise the team on procurement planning and guides them in preparing program descriptions, statements of work, government-estimated budgets, and other procurement documents.

-       Ensures that indicators measuring program impact are accurately tracked and used to revise tactical direction as needed. Coordinate with the EGO team to ensure that data submitted on activities is complete and consistent for annual Agency-wide reporting, portfolio reviews, annual budget, pipeline analyses, and other required reporting.

-       Assists in the review of technical proposals, solicitations, award recommendations, and contracts, and collaborates with other team members to align the proposed program's strategy and measurable work objectives as they relate to economic growth in Tunisia.

C.    Monitoring and Evaluation (M&E) Duties

-       Collects and monitor performance data on a regular basis to measure achievement against performance indicators; analyze and aggregate findings.

-       Checks data quality with implementing partners.

-       Assists in maintaining the mission performance management plan.

-       Assists in the development and revision of activity-level monitoring, evaluation, and learning plans including indicators and baseline data, and ensure their effective use as management and information tools.

-       Assists with the preparation and submission of performance data for periodic reports, while ensuring quality and relevance of data.

-       Identifies lessons learned and develop case studies to capture qualitative outputs of the project.

-       Provides advice to staff on improving project performance using M&E findings.

D.    Communication and Outreach

-       Drafts outreach and communications content.

-       Develops weekly updates, briefing papers, periodical reports, and other outreach and informational documents for the FO, as needed.

-       Organizes and coordinate public events related to USAID programs/projects/activities.

-       Maintains and gathers knowledge of EGO project objectives, accomplishments, and development impacts to synthesize in writing or in briefs upon demand, especially for meetings, speeches, background papers and other USAID reporting requirements.

-       Edits and improves outreach and communication content produced by implementers to ensure a consistent standard of quality.

E.    Strategic Analysis

-       Contributes to the formulation and sharing of applicable economic growth models and policies in all technical areas of EGO.

-       Collects, analyzes, and synthesizes information to inform and strategically guide program planning in support the Mission's economic growth objectives.

-       Develops projects ideas, introduces new models, and provides best practices to enhance implementation and expand impact.

-       Prepares project papers and design documents for EGO and contributes research and material on social, political, cultural, and economic factors pertaining to private sector development in Tunisia.

-       Contributes to the development of the office's overall conceptual framework and formulates plans for implementation.

-       Advises staff regarding issues affecting implementation of USAID's economic growth development objectives and - if necessary - corrective actions to meet results-based management needs.

-       Drafts status and other reports and memoranda for Mission management regarding progress and performance, challenges and corrective actions, and other general reports.

Other Duties: The Assistant will perform other duties as assigned and as such, must be flexible.

Education & Minimum Qualifications:

  • A bachelor’s degree in economics is required. Additional training in political science, international development, agricultural economics, international affairs, public policy, business administration, or finance is also highly desirable.
  • At least 10 years’ experience working for a U.S. Government Agency or for development organizations, at least seven of which were spent in a developing country context supporting economic growth programs;
  • Experience working in a multi-cultural environment with a diverse staff;
  • Excellent English language writing, editing and oral communication skills;
  • Exceptional leadership skills and demonstrate the ability to develop and maintain counterpart contacts at both the senior policy and technical implementation levels

Preferred Qualifications:

  • Advanced degree such as a Master's or Ph.D. is desirable.
