Description

 

Specific & General Duties: Assume management  responsibility for all services and activities of the 
Building and Grounds Division including maintenance of parks and grounds, cemeteries, street right 
of ways, industrial  parks and Mynelle Gardens, and the custodial care for all municipal  
buildings; manage and  participate in the development and implementation of goals, obiectives, 
policies and  priorities for assigned activities and  services; recommend, within departmental  
policy, appropriate service and staffing levels; recommend and administer policies and  procedures; 
continuously  monitor and evaluate the efficiency and effectiveness of service delivery methods and 
 procedures; assess and monitor work load, administrative and support systems. and internal 
reporting  relationships; identify opportunities for improvement and  review with the Public Works 
Director; implement improvements; select, train. motivate and evaluate Building and Grounds 
personnel; provide or coordinate staff training; work with employees to correct deficiencies; 
implement discipline and termination procedures;  review and approve personnel actions for the 
division; plan, direct, coordinate and  review the  work plan for the Building and Grounds 
Division; meet with staff to identify and  resolve problems; assign work activities, projects and  
programs;  monitor work flow; review and  evaluate work products, methods and procedures;  manage 
and  participate in the development and administration of the Building and Grounds Division annual  
budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; 
monitor and approve expenditures; implement adjustments as  necessary; serve as liaison for the 
Building and  Grounds Division with other City departments, divisions and outside agencies; 
negotiate and  resolve significant and controversial issues;  provide responsible staff assistance 
to the Public Works Director; prepare and  present staff reports and other necessary 
correspondence; conduct a variety of organizational studies, investigations and operational 
studies; recommend  modifications to Building and  Grounds programs, policies and  procedures as 
appropriate; ensure the adherence to safe work practices by subordinate  personnel; respond to and  
resolve difficult and sensitive citizen  inquiries and complaints;  provide staff support to a 
variety of boards and commissions; attend and participate in professional group meetings; stay 
abreast of new trends and innovations in the fields of parks and grounds maintenance; participate 
in a variety of special proiects as assigned  by the Public Works Director; perform other duties as 
assigned.

Desirable minimum  qualifications: Knowledge of: operational  characteristics,:sentices and  
2f,ftivities of a  building and  grounds  maintenance  program;  organizational  and   management   
practices  as  applied  to  the  analysis  and evaluation  of  programs,  policies and  operational 
 needs; architectural  engineering  theory,  principles and  practices and  their - pplication   to 
 a  wide  variety  of  services;   advanced   principles  and   practices  of  municipal   budget 
preparation and administration; principles and practices of construction  management and  contract 
administration; principles of supervision,  training and  performance  evaluation;  pertinent  
Federal, State and  local laws, codes and regulations.

Experience:  Eight  (8) years of increasingly  responsible  experience  in  architectural  
engineering  or  a  related  field, including five (5) years of administrative and supervisory  
responsibility.


Training:  Equivalent  to a  Bachelor's  degree  from  an  accredited  college  or  university  
with  maior  coursework  in
engineering, architecture or a related field.

License or  Certificate:  Possession  of, or  ability  to obtain, an  appropriate,  valid  driver's 
 license;  possession  of, or ability to obtain, a Landscape Architectural License issued  by the 
Mississippi State Board of Architecture.
