Call for Experts – EBRD Green Cities - Support to Cities in Development of Green Financing Roadmaps.

Operating in 9 countries, the EBRD will support cities in preparation of a Green Financing Roadmap (Roadmap) that will build the capacity of participating municipalities to address the key elements of accessing green finance markets including green bonds. DAI is seeking Key Experts to support the EBRD Framework that is currently under procurement.

 

Key Expert 1 - Team Leader/Engineer

  • Significant Team Leader experience running donor funded programmes, including EC, preferably EBRD funding
  • Urban development engineer with specialisation in either urban transport, buildings, waste management or other relevant disciplines, specifically focused on addressing the most pressing environmental challenges in urban settings
  • Experience in leading programmes on developing access to capital markets and private sector investment required for cities to finance sustainable infrastructure
  • Green Climate Fund knowledge and expertise desired 
  • Proven experience of managing teams and operating in multiple countries simultaneously
  • Stakeholder consultations / engagement
  • Experience in EBRD countries of operation (see below)

  • Fluent in English
  • Local experience in EBRD Countries of Operation (COO): Albania, Armenia, Georgia, Jordan, Moldova, Mongolia, North Macedonia, Serbia, Tunisia
  • Preferably 15 years relevant experience relating to management of assignments similar to this
  • Preferably 10 years relevant experience:
  • Identifying and mobilising green financing instruments
  • Relating to green/sustainable cities, preferably with experience in measuring environmental performance and improvements and in development of sustainability plans for cities
  • Policy-related experience related to local governance, particularly related to urban planning, climate change and environmental policies and regulations
  • Sustainable energy experiences and energy performance in buildings experiences in public and private sectors
  • Economics experience in applied cost-benefit analysis and/or related multi-criteria analysis
  • Finance experience with knowledge of private and public financing on related green-/ and brownfield projects
  • Relating to the incorporation of environmental, economic, social and gender aspects in the development green/sustainable city agendas
  • Experience in the design and implementation of Green City Action Plans
  • Preferably 5 years relevant experience in working with municipalities in COO relating to urban sustainability and both national and local municipal regulations.
    • Experience engaging with City level governance / councils e.g. Mayors’ offices, City Treasuries, Municipal Service Companies, Urban Planning and Environment Departments
    • Building awareness / capacity / advising on the type, potential of, and accessing green finance markets in support of climate investments including green bonds
    • Training and capacity building

Duration: October 2020 for 36 months

LOE: approx. 25%
