Description

Project title: Technical Assistance Unit — Support to Criminal Justice Reform in Ethiopia

 

Brief description:

Ethiopia is currently engaged in sweeping reforms, including of the criminal justice sector. The subject of this contract is to establish, staff and implement a technical assistance unit to provide technical assistance to the implementation of the programme in support to criminal justice reform in Ethiopia. The programme is intended to run for 72 months from the date of entry into force of the financing agreement. The contractor will be responsible for the day-to-day implementation and management of the programme, the management of a short-term expert facility, and is expected to provide a technical assistance team that will include a team leader/senior criminal justice reform expert; senior prosecutions and policing expert; senior monitoring and evaluation expert; financial management expert; and administrative support.

 

Commencement date of the project: September 2021

 

Duration of the assignment: Full-time, approx . 1,300 working days /60 months

 

Requirements

Qualifications and skills:

  • Post-graduate degree in law.

 

General professional experience:

  • At least 10 years' experience in criminal justice / justice sector reform.
  •  Experience in EC aid delivery methods and at least five years' experience in implementation of EDF projects/programmes.
  •  Minimum of three years' experience as Team Leader in similar assignments.
  •  Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
  •  Computer literacy, excellent report writing skills and ability to produce quality documents.
  •  Excellent oral and written communication skills in English.
  •  Experience in sub-Saharan Africa is a requirement. Specific experience in Ethiopia would be considered an advantage.

 

Specific professional experience:

  • Previous experience in the practice of law, as a judicial officer, prosecutor or as a senior member of a police or prison service is required. Specific experience in the aforementioned in Sub-Saharan Africa will be an advantage.
  •  Practical experience in designing and delivering capacity development activities for members of the criminal justice system.
  •  Demonstrated experience in identifying and designing development programmes with a gender and rights-based approach, notably in the field of governance, rule of law, access to justice and/or legal aid.
  •  Demonstrable experience in strategic planning, project management, financial management, and monitoring and reporting.
  •  Experience in legal research and/or drafting will be an advantage.
