“Join our team and make a difference in the lives of patients with respiratory disorders.” West Park Healthcare Centre aids patients in reclaiming their lives by offering a comprehensive range of services, including inpatient, outpatient, and outreach programs for specialized rehabilitation and complex care following life-altering conditions like lung disease, amputation, stroke, and traumatic musculoskeletal injuries. Position Overview: The Manager Supports patient care through optimizing information flow through chart management, document scanning and transcription. Reporting to the Vice President Finance & CFO, the Manager, Health Records & Privacy is responsible and accountable for the day-to-day operational needs, goals and objectives of the health record services and privacy office in accordance with legislation and best practices and to mitigate risks. The manager will work collaboratively with the Vice President to prepare and monitor the department budget complemented by a strong emphasis on ensuring quality and efficiency as key drivers in the workflow with the appropriate application of technological solutions and quality control methods. The Manager participates in various Operational Readiness Committees in preparation for the move to the new Hospital and to support the transformation of the paper based health record into an electronic patient record. Accountabilities: • Oversees and coordinates various Health Information Management services such as record and document processing, record completion and release of information. • Supervises and evaluates staff, coordinates and adjusts work assignments. • Provides direction and guidance on work issues and operational priorities, identifies opportunities for improvements in work processes, monitors budget, participates in and implements quality improvement activities and develops and implements policies and procedures and/or work standards. • Responsible for the quality and safekeeping of the health record and responsible for regular reporting (including to the MOH and other government agencies) and statistical information gathering: deficiencies; audits; operational statistics, ROI, Privacy, etc.) and supporting the development of tools for utilization review. • Reporting to the Vice President, the Manager is accountable for leading a team that is responsible for Release of Information processes and standards specific to the Health Information Management (HIM) service. • Ensures HIM manages personal health information in compliance with Freedom of Information and Protection of Privacy Act. This would include ensuring formal requests made for health information that could not be responded to through routine channels and formal requests made for amendment or correction of personal health information are processed in accordance with the Act. • Delivers education and awareness programs for personal health information privacy protection and develops privacy policies and release of information (ROI) policies and implements both policy and guidelines. • Responsible for the privacy audit program and investigation of potential breaches, privacy impact assessments for HIM related projects and activities. The position liaises with the IPC as required and supports the hospital FIPPA requests and reporting. Qualifications: Required (Minimum): • Undergraduate degree in Health Information Management or other related discipline (minimum) • Certification with Canadian College of Health Information Management (CHIMA) • Completion of the Information Access and Protection of Privacy Certificate Program • Comprehensive knowledge of applicable privacy regulations and legislation, sound understanding of issues related to health information protection and experience with privacy impact assessments and investigations • Demonstrated knowledge of health records management systems, policies and procedures and legislative requirements • Knowledge of accreditation standards • Demonstrated ability to lead, plan, supervise and train others. • Demonstrated ability to communicate effectively both verbally and in writing. Ability to synthesize and present information • Demonstrated ability to manage, plan, implement, organize and problem solve in a complex dynamic environment • Experience in assessing policies and procedures, interpreting legislation, formulating recommendations. Experience in developing and promoting adult education materials and facilitating workshops. • Demonstrated ability to organize work and prioritize workload. • Demonstrated ability to work independently and in collaboration with others. • Demonstrated ability to function as a team member, motivator and facilitator. • Demonstrated ability to adjust to new and unexpected events and to deal with and/or guide others in the resolution of conflict issues. • Demonstrated ability to provide effective consultation. • Demonstrated ability to operate related equipment including relevant computer applications. • Demonstrated physical ability to perform the duties of the job.
