GENERAL FUNCTION

The Program Manager will provide professional project management and technical expertise for the implementation of the forthcoming project - Promoting Resilience, Integrity, and Safety in Media (PRISM). Working in close coordination with the Regional Manager for Asia-Pacific and relevant project teams, the Program Manager’s ,scope of work will include, budget monitoring, donor reporting, staff management, and administrative and logistical support, business development and additional responsibilities as defined by Internews team.

The Program Manager will lead program implementation, serve as a Budget Authority for partner subgrants, provide financial oversight, and coordinate with other members of the Asia Program Management Unit. The contractor is expected to bring subject matter expertise in media safety and security, as well as the dynamics of disinformation and malign foreign interference in the Philippines and Southeast Asia. Travel within the Asia region will be required based on project needs.

The Contract Program Manager will be responsible for the following services and deliverables:

·      Provide overall management of the PRISM project, including implementation of activities, grant management, coordination with partners, work planning, coordination with Internews’ teams, monitoring and evaluation of project’s deliverables and outcomes, budget monitoring and communications with funders.

·        Prepare and contribute to donor and internal reporting with agreed timelines and requirements

·        Support assessments, surveys, events and other project deliverables as defined in the project plan.

·        Coordinate collaboration and information flow with relevant departments within Internews and external partners.

·        Preparation of proposals/reports/budgets; write, edit, proof, revise and assemble finished materials and maintain calendar of due dates.

·        Provide support on new project development, research, and implementation of activities related to programming in the Asia Pacific region.

·        Represent Internews at conferences and events as requested and mutually agreed.

·        Oversee the work of the Project Officers and Associates, consultants engaged for the project, ensuring deliverables align with project objectives and timelines.

·        Carry out programmatic, administrative, logistical and book-keeping tasks including:

o   Working with Grants & Contracts, and other staff to administer grants and stipends

o   Coordinate travel logistics and arrangements, with support from the Program Associate

o   Maintain systematic documentation of project reports, financial tracking and progress towards project deliverables

·        Fulfill other project related services as mutually agreed and outlined in the SOW

BACKGROUND & QUALIFICATIONS

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Minimum 5 years programmatic experience in international development; experience in a media development or environmental organization a significant plus
  • Proven experience providing project management, financial and administrative services, including project planning and monitoring, budget analysis and preparation
  • Relevant university degree required
  • Excellent English communication skills: speaking, writing, and listening; fluency in an additional Southeast Asian language a significant plus
  • Experience living or working in the Asia Pacific region is essential.
  • Willingness to travel within the Asia Pacific region
  • Excellent organizational skills and attention to detail
  • Proven ability to set priorities, meet tight deadlines, manage multiple assignments and time effectively
  • Project development and grant proposal writing experience
  • Demonstrated interpersonal skills
  • Proven analytical and problem-solving ability
  • Proven ability to prioritize and handle multiple on-going assignments
