Job Description - Manager of Land Resources

Position Description

Responsible for management of land rights and related environmental permitting, real estate acquisitions, real estate contracts, easements, geospatial representation of land rights, planning, organizing, budgeting, and directing the overall operation of the Land Resource area in accordance with policies and procedures, current federal, state and local standards, guidelines and regulations governing the Utility industry.  Providing quality and efficient customer service to customers through the daily supervision of a team of employees to include hiring, motivating, recognizing and rewarding, coaching, counseling, training and problem solving.  Provides technical leadership and oversight to the area.

Position-Related Responsibilities

  • Supervises, coordinates, provides leadership to, and facilitates the activities of assigned work group, including safety, prioritizing, workflow allocation, quality control, staff scheduling, performance reviews and employee relations.
  • Provides monthly or weekly project reports as needed which includes issue escalation and problem resolution.
  • Scope Document creation and approval to assist with budget and schedule creations.
  • Coordinates efforts with other TEP business units to ensure activities are scheduled effectively.
  • Communicates with senior management and other business units to coordinate activities and enable the Work Group to meet internal and external customer needs.
  • Manage acquisition and disposition of company real estate property, to ensure adherence to corporate policies, procedures, rules and regulations, and may participate in judicial or quasi-judicial regulatory proceedings or negotiation sessions.
  • Review, analyze, and recommends solutions to senior management regarding real estate/land use, zoning or regulatory environmental issues affecting the company.
  • Advance the educational and professional development of Land Management staff and other business unit personnel in the areas of environmental law, engineering plan reading, real estate law and property descriptions.
  • Provides feedback to employees during progress reviews; provides direction to employees and resolves technical questions; monitors workflow allocation to minimize overtime, backlog and customer complaints.
  • Reviews area operations to identify process and procedure improvements.  
  • Responsible for suggesting methods to improve area operations, efficiency and service to both internal and external customers.
  • Provides timely updates/revisions to the Procedures Manual and Standards to maintain consistent and cost effective work products.
  • Develops project management skills within direct reports to serve as a project management or technical resource.
  • Provides input and administers work group budget to ensure cost-effective use of resources.
  • Estimates costs and analyzes actual cost variance from budget and explains differences.
  • Identifies viable alternative solutions to resolve customer requests and plans activities to eliminate delays.
  • Direct the work of external consultants responsible for management of land rights and related environmental permitting.
  • Review land instruments and environmental compliance documents prepared by TEP staff and consultants.
  • Facilitate meetings and foster constructive relationships with other TEP departments, regulatory agencies, jurisdictions, and other key stakeholders.
  • Identify and implement expense reduction and revenue generating opportunities.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Management Responsibilities

  • Ensures that the Company’s management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.
  • Assumes fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
  • Ensures that the Performance Management program is administered uniformly and effectively.
  • Complies with and administer the terms and conditions of the Collective Bargaining Agreement if needed.
  • Administers personnel functions, including recruiting, review and approval of job descriptions and salary classifications, and selection and placement of personnel.  Participates in hiring, termination, promoting, assignment and direction of staff.  
  • Ensure compliance with all applicable local, state and federal laws, regulations and standards, company policies, practices and ethical obligations to investigate, evaluate and recommend appropriate resolution to employee complaints.
  • Promotes and participates in the professional development, personal growth and career planning of staff.  Motivate, recognize and reward, coach, counsel, train; provide feedback to employees during performance reviews. Participates in Leadership Development programs.
  • Addresses disciplinary and/or performance issues, according to company policy, and communicates effectively with employees regarding corrective action. Has input into the adjustment of grievances and administration of discipline.
  • Plans day-to-day operations, estimates personnel needs and schedules and assigns work.  Evaluate the structure and team plan for continual improvement of the efficiency and effectiveness of the group.
  • Demonstrated ability to communicate effectively at all levels, including strong speaking and business writing skills.
  • Demonstrated ability to manage people in a team environment.
  • Technical background in real estate law, environmental law, appraisal techniques and negotiation strategies.
  • Knowledge of electric and gas utility industry, products, service requirements and construction standards.
  • Strong organizational and project management skills, including experience in managing multiple projects simultaneously.
  • Strong written and verbal communication skills.

Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)

Minimum Qualifications:

  • Bachelor’s degree Business Marketing or Engineering or real estate or planning or a related field.
  • Demonstrated ability to communicate effectively with diverse groups across functional lines.
  • Must have high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact and diplomacy.
  • Advanced experience in facilitating business meetings. 
  • Ability to build consensus and lead numerous organizations with diverse purposes toward common goals.
  • Demonstrated skill in project planning, design, analysis and communication.
  • Demonstrated skill in project and budget management.
  • Proficient in the use of personal computer applications, including but not limited to, Microsoft Excel, Word, PowerPoint, and Outlook; and Work Management Systems.  Microsoft Project and other discipline specific applications a plus.
  • Experience with geographic information system (GIS) software applications.
  • Strong organizational and project management skills, including experience in managing multiple projects simultaneously.
  • Ability to prepare clear, concise and comprehensive documents and reports.
  • Attention to detail and strong analytical ability to gather and summarize data, establish priorities, and meet deadlines.
  • Strong written and verbal communication skills.

Preferred:

  • Master’s degree Business Marketing or Engineering or real estate or planning or a related field.
  • Ten (10) or more years working in a utility or related industry with five (5) or more in a leadership position or a combination of related training and work experience. 
  • Broad-based business knowledge, including financial analysis, contracts and project management.
  • Knowledge of Arizona real estate and title law.
  • Knowledge of and experience with securing local, state, and federal land management environmental permits and land use authorizations.
  • Knowledge of municipal and county zoning and land use codes, and the permitting and licensing processes required by the various governing agencies, especially throughout Southern Arizona. 
  • Knowledge of Arizona Corporation Commission and Power Plant and Transmission Line Siting Committee processes.
  • Working knowledge of engineering plans and their application to company projects.
  • Capable of representing the company as an industry expert in automation and/or communications systems.
