For Project: Service Contract for Technical Facility Unit (TFU) for the EU Support to Public Finance Management Reforms in Ethiopia (EUSPRE)

The European Union is supporting the Government of Ethiopia through public financial management (PFM) projects and through the new Technical Facility Unit (TFU). The TFU will oversee implementation of the entire PFM Reforms program, providing technical assistance and advisory services to all institutions in the PFM process.

The project aims to increase fiscal transparency and accountability, improve budgeting, and advance gender-responsive budgeting.

DAI is looking to recruit  Key expert 3: Senior financial management expert  (Replacement)

Qualifications and skills

• Post-graduate in accounting, financial management, auditing, economics or related field.
• Certification in accounting such as Certified Public Accountant (CPA); Chartered Accountant (CA); International Public Sector Accounting Standards (IPSAS); or similar certifications. 

General professional experience

• At least 8 years' experience in European Commission aid delivery methods and previous experience in implementation of EDF projects/programmes.
• Demonstrable experience with and understanding of the practical guide on contract procedures for European Union external action (PRAG).
• Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
• Computer literacy, excellent report writing skills and ability to produce quality financial 
  reports and related documents.
• Excellent oral and written communication skills in English.
• Experience in Africa is a requirement. Specific experience in Ethiopia would be considered an advantage.
  

Specific professional experience

• Previous experience as a financial manager and/or procurement officer of EU funded projects or programmes is required.
• Previous experience in projects or programmes focused on public finance, taxation, budget, expenditure, procurement, and internal/external auditing is required.
• Demonstrable experience in financial management capacity development (training, on-the-job support, guidance, hand-holding etc.) and for Integrated Budget and Expenditure system (IBEX) and Integrated Financial Management Information System (IFMIS).
• Experience in updating financial procedures and manuals for planning, budgeting, and accounting, cash management and cascading of financial and audit regulations and guidelines.
• Technical knowledge and experience in International Public Sector Accounting Standards (IPSAS); Treasury Single Account (TSA); and similar accounting standards.
• Practical experience in the implementation of financial transparency and accountability (FTA) concept; and International Budget Partnership (IBP) recommendations.

Starting date: ASAP - November/December 2024

End of the project: July 2027

Input: total of 595 working days (full-time)

Location: working days should be worked from the country (Ethiopia)
