BACKGROUND

The USAID Africa Trade and Investment (ATI) program is designed to bolster the U.S. Government’s ability to boost trade and investment to, from, and within the African continent. The continent-wide program is USAID’s flagship effort in support of the Prosper Africa initiative and will expand and accelerate two-way trade and investment between African nations and the United States. 

 

Driven by market demand, ATI embraces innovative approaches to achieve its goals. ATI is designed as a small, core set of centrally coordinated technical and institutional support activities, and a large, flexible performance-based subcontracting and grants under contract facility designed to support the needs and opportunities that USAID Missions and the private sector identify. 

 

POSITION DESCRIPTION

The Activity Manager will be responsible for managing a portfolio of large multi-year buy-in activities with significant labor and/or field presence, with support from technical advisors and the ATI team. Responsibilities include providing technical and management support to buy-in activities, working with the technical and operational teams to identify and mobilize resources in support of implementation. The Activity Manager is also responsible for buy-in activity budget management and financial forecasting, in close coordination with a Senior Activity Manager and/or Senior Technical Director and with support from other team members. The Activity Manager will also be responsible for generating buy-in activity scopes of work and budgets across ATI portfolio. In addition, s/he will provide surge procurement and operational support to existing ATI staff as needed.  

 

KEY DUTIES AND RESPONSIBILITIES

The Activity Manager will be responsible for the management of assigned buy-in activities. Tasks may include:  

  • Manage and track buy-in activity implementation progress by personnel, consultants and subcontractors, ensure it adheres to the approved workplan and deliverable schedule, and troubleshoot deviations; 
  • Support procurement and technical teams on final subcontractor SOWs and deliverable schedules, with a focus on standardizing deliverable metrics, pay-for-performance and catalytic funding contractual framing. Manage relationship with client and implementing partner and serve as a project point of contact for the duration of the assigned buy-in activities; 
  • Lead on all matters related to the buy-in management, including but not limited to contractual, operational, MEL, reporting, and financial matters; 
  • Support procurement and technical teams on final subcontractor SOWs and deliverable schedules, with a focus on standardizing deliverable metrics, pay-for-performance and catalytic funding contractual framing 
  • Work with Grants Managers to design Annual Program Statements, other grant solicitation mechanisms and grant programming in line with client priorities, as well as coordinate grant management with the larger buy-in activities and identify suitable collaboration as applicable;
  • Liaise with implementing parties to ensure proper M&E data capture and data quality to contribute to overall ATI project M&E reporting;
  • Work closely with Partnership/Procurement team to engage a broad spectrum of private sector actors to expand programmatic interventions. Where promising interventions are identified through pilots or other means, work with Technical and Regional Directors to replicate impact through new partnerships and engagements. 
  • In tandem with relevant technical staff, generate buy-in scopes of work and budgets as needed
  • As needed, support the project’s procurement and operational staff; and
  • Travel to regional offices as required.

QUALIFICATIONS:

Required:

  • Bachelor’s degree and a minimum of 5 years of relevant professional work experience, or a master’s and 3 years of relevant professional work experience;
  • Significant experience in budget, operational, and process management and command of DAI systems and policies, or more general project and business process management experience relevant to USG program implementation;
  • Proven project management, communications, writing and interpersonal skills including strong experience with client management;
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus;
  • Ability to work in a fast-moving, fluid team setting with multiple stakeholders; and
  • Eligible to work in the United States

Preferred:

  • Previous experience with DAI policies, procedures, and systems (TAMIS, etc.) for project management is preferred

 

Compensation & Benefits

For employees working in the United States, the full-time equivalent annual base salary for this position is expected to be between $70,000 - $95,000.

Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.

Eligible U.S.-based employees will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, and parental leave, as well as short- and long-term disability coverage. Detailed information will be provided at the time a formal offer is extended.

For employees working outside of the United States, compensation and benefits will vary based on location.
