Position Background
Policy LINK oversees a large buy-in with the USAID/Washington Bureau for Resilience and Food Security.
Referred to as “core funding,” this buy-in provides for global management and support in the areas of
communications, MEL, and operations (through a “global team”). The RFS buy-in also provides funding
for several strategic, ongoing programs that are global or Africa-wide in scope. In addition, Policy LINK
has three active Mission buy-ins with USAID/Bangladesh, USAID/Ethiopia, and USAID/Ghana, and two
closed/completed buy-ins with USAID/South Sudan and USAID/Kenya/East Africa Regional. Policy LINK
also expects a new buy-in with USAID/Kenya in the coming months. Policy LINK’s Ghana, Bangladesh,
and Ethiopia buy-ins have full-time in-country presence, including fully staffed offices and operations
(which was also true for the South Sudan buy-in that closed in December 2022). However, due to the
size and scope of the RFS activities, MEL support is provided by the global team for the RFS buy-in, as
well as LINK’s smaller buy-in programs, such as Kenya. Policy LINK’s Global team operates from a Global
project office in Kenya and a mix of remote locations in the United States. To support streamlined,

effective data management, analysis, use, and reporting across this multi-country, multi-buy-in context,
Policy LINK seeks a full-time CLAME Analyst. The individual can be based out of one of Policy LINK’s
offices or operate remotely.
Position Objectives
Policy LINK’s Global CLAME systems, guidance, and tools are designed to serve the unique needs of each
buy-in while enabling teams to use consistent processes that enable project-wide performance indicator
aggregation, analysis, and reporting, as well as make it easier to share learning across the buy-ins. As a
member of the Global CLAME team, the Global CLAME Analyst will oversee the global performance
indicator data system and coordinate closely with buy-in level CLAME staff (where they are present).
Policy LINK’s global performance indicator data system includes a project-wide workspace in Airtable
that houses (and connects) individual Airtable databases for each buy-in. The Global CLAME Analyst has
a lead role in maintaining Policy LINK’s entire Airable workspace –supporting buy-in CLAME personnel in
maintaining their buy-in-specific Airtable databases. They will also maintain the Airtable workspace –
including its functionality for project-wide data aggregation and analysis.
The Global CLAME Analyst will also support data processing, analysis, and visualization efforts on an adhoc basis when the Global CLAME point of contact or buy-in staff identify a specific need. This may
include building or maintaining dashboards in Tableau, Power BI, or Excel to present visually compelling
and easy-to-digest data associated with specific activities such as Institutional Architecture (IA)
assessment maturity levels, IA milestone reporting, or visuals for quarterly or semi-annual reporting.
The Global CLAME Analyst will also serve as CLAME Lead for Policy LINK’s buy-ins that do not have
dedicated CLAME personnel, currently RFS and USAID/Kenya. In this capacity, the Global CLAME Analyst
will work alongside the activity teams (e.g., buy-in leads, technical staff, and other Global CLAME team
members) to integrate and implement CLAME activities required by a Mission-approved CLAME Plan or
the Global CLAME Plan.
The Global CLAME Analyst will model and uphold Policy LINK’s core purpose and principles in all
decision-making. They will contribute to an environment and culture in which personal and team growth
is supported, with a shared understanding that the “team” always comes before the “individual.”
Responsibilities
The Global CLAME Analyst will be responsible for the following elements of Policy LINK data
management:
• Maintain global performance indicator data systems in close collaboration with buy-in CLAME
personnel.
• Build, update, and maintain databases in Airtable, ensuring that buy-in level databases 1) meet
buy-ins' reporting requirements and 2) apply consistent analytics for accurate aggregation in
project-wide reporting.
• Support/backstop buy-in CLAME Leads to manage their buy-in-level databases in Airtable.
• Ensure accurate and timely reporting of performance indicator data across Policy LINK.
• Support project-wide annual performance indicator target setting and indicator changes to
ensure they are accurate and maintained across all relevant systems.
• Conduct regular data cleaning, verification, and quality assurance activities to ensure
consistency and accuracy of data and reporting documents across buy-ins and activities.
• Train and support buy-in staff on systems and guidance that are part of Policy LINK’s overall
CLAME practices and data systems.
• Participate in the Global CLAME coordination group on an ongoing basis.
• Troubleshoot data systems and liaise with DAI Home Office or buy-in IT personnel where
needed.
• Maintain and update LINK’s Data Management Plan, a component of LINK’s Global CLAME Plan.
• Support the development of data collection and management processes that comply with Policy
LINK’s Data Management Plan.
• Per the Data Management Plan, support project-wide reporting to USAID’s data reporting
systems, including Development Information Solution (DIS), Development Data Library (DDL),
and TraiNet/TEAMS.
• Lead data analysis efforts on an ad-hoc basis, such as creating visualizations or maintaining
dashboards using Tableau, Power BI, or other tools.
For Policy LINK buy-ins that do not have dedicated CLAME personnel (currently RFS and Kenya), the
Global CLAME Analyst will be responsible for the following:
• Provide direct CLAME support to buy-in teams by integrating CLAME throughout
implementation (start-up, implementation, and close-out).
• Maintain buy-in level databases in Airtable, to ensure data is up to date, satisfies buy-in level
CLAME commitments, uses appropriate and consistent aggregation approach, and synchs
correctly with Global Airtable functions.
• Work directly with buy-in leads and other activity team staff to implement buy-in level CLAME
activities, such as performance indicator target setting, data collection, and activity area-specific
pause and reflect sessions.
• Work directly with activity teams and the Developmental Evaluation (DE) team on monthly
Outcome Tracking activities.
• Coordinate with Developmental Evaluators (in buy-ins with this role, currently Ghana, Ethiopia,
and Global) on discrete tasks critical to successful learning activities and evaluative efforts. For
example, sharing technical documents (i.e., reports, records of after-action reviews, and data
collection instruments and datasets associated with performance indicators), participant lists
(which are needed to establish sampling frames for evaluations), and outcome tracking or
substantiation activities as appropriate.
• Lead performance indicator data analysis and reporting in coordination with buy-in staff and
Global CLAME team.
• Support, as needed, the development of buy-in level CLAME plans (i.e., coordinate and facilitate
writing or review sessions, outline or write sections of the plan, lead revisions or updates to the
Theory of Change or Results Framework) to ensure they align with Policy LINK’s Global CLAME
plan and systems.
• Track changes to buy-in level CLAME Plans that need to be reflected in LINK’s Global CLAME Plan
and work closely with the Global MEL and KM Manager to make revisions on an annual basis.
• Ensure buy-in teams’ data management practices comply with Policy LINK’s Global Data
Management Plan.
• Serve as a point of contact (POC) between the buy-ins they support and the Global CLAME team.
Reporting
The Global CLAME Analyst will report to Policy LINK’s Global MEL and KM Manager. They will coordinate
closely with other members of the Global CLAME team, as well as buy-in and activity teams.

None.

Qualifications
Education
• At minimum, a university degree in a relevant subject area, such as business administration
or social sciences.
Work Experience
• Minimum of three years' experience providing a mix of programmatic, MEL, and data
management support to a donor-funded program. Strong preference for direct experience
building and maintaining systems for data storage, analysis, and visualization, particularly in
Airtable.
Skills
• Experienced in building, maintaining and troubleshooting data analysis and visualization
platforms.
• Experienced in Air Table, Tableau, or Power BI.
• Advanced in Excel.
• Experienced in qualitative and quantitative data management.
• Attention to detail in managing large sets of both quantitative and qualitative information
and data.
• Familiarity with USAID policies and procedures, particularly around data management and
reporting.
• Experienced with Microsoft Suite, such as Word, Excel, PowerPoint, Outlook, Teams, and
SharePoint.
• Ability to communicate and collaborate effectively with remote supervisors and team
members based in other countries.
• Strong organizational and coordination skills, with an ability to “manage up” and integrate
necessary inputs from senior staff and stakeholders.
• Experience working with teams from different countries and acumen with cross-cultural
communication.
• Critical thinker and self-starter, able to work with minimal supervision and within
established deadlines; and
• Flexible, willing to perform assigned and additional duties and work under unpredictable
conditions.
