Responsibilities:

  • To headspace and develop meaningful learning interventions that enable Public Service Officers to respond to the demands placed upon the public service. Delve into cross-cutting research that goes beyond a single agency, bring together and interact with learners from across different agencies, hear directly from senior and future public sector leaders through our milestone programmes, and engage experts in the field within and outside of the government.
  • Lead a team that builds capabilities for Public Service Officers involved in policy, planning and strategy.

Key Responsibilities:

In consultation with the Institute Director, you will identify key priorities and be accountable for deliverables such as to:

  • Sense-make the capability building needs of Public Service Officers and teams involved in policy, planning and strategy, and/or who make decisions that require an understanding of Singapore’s approach to governance.
  • Guide and review the team’s research to identify emerging issues and advance deeper understanding e.g. building trust amidst diversity, and governing in crises and through transitions.
  • Identify gaps in competencies and curriculum, develop learning interventions (e.g. programmes, job-aids) to bridge gaps, and deliver them to Public Service Officers.
  • Nurture and expand communities across the public service that care about good governance and public service values.
  • Foster close relations with key internal stakeholders, including the Prime Minister’s Office and Senior Public Sector Leaders, as well as external thought leaders and academia.

Requirements:

  • Minimum Degree holder from a recognized University.
  • At least 3 to 4 years' relevant working experience in Policy or Strategic planning roles.
  • A good understanding of Singapore’s governance system and policy imperatives.
  • Excellent ability to engage and negotiate with stakeholders, including at the Senior Public Sector Leadership level, and with local and international thought-leaders, practitioners and resource persons.
  • Strong networks with relevant public sector agencies and officers.
  • Strong analytical and communication skills.
  • Working knowledge of curriculum or programme development will be a plus.

Other Information:

  • Working Location: West.
  • Working Hours: Mondays to Fridays, 8.30am to 5.30pm.
  • Critical: Due to the organization's affirmed support and commitment to developing a Singaporean core, this role is only available to Singaporeans.
