Responsibilities:

  • To evaluate, develop and implement learning strategies and training programmes that meet the organization’s operations and business needs.
  • To manage the full spectrum of the L&D function to ensure that employees are equipped with the necessary skillsets to achieve their full potential.

Key Responsibilities:

Implement the Company Total Training Plan

  • Perform Learning Needs Analysis, with close link to company’s operations and business goals.
  • Source for suitable training providers for both in-house and external courses.
  • Manage training budget.
  • Conduct analysis based on training data and propose appropriate interventions.
  • Keep pace with changes in WSQ or other training framework.

Develop and Implement Organisation Development Initiatives (Competency Model)

  • Develop competency model for technical and non-technical positions.
  • Develop development programmes essential to attain the competencies identified.

Develop Learning Framework and Methodology that address the challenges faced

  • Review the various learning modes that best meet the needs of the organization, e.g. e-Learning, On-the-Job Training (OJT), classroom training, virtual learning.
  • Develop framework to identify and upgrade the knowledge and skills of internal trainers (e.g. OJ Instructors & Facilitators).
  • Provide advice and assistance to sectional managers and facilitators on OJT blueprint development and reviews, maintain proper records and implement OJT activities.
  • Develop e-Learning platform and expand its usage.

Compliance with Regulatory and Shareholder Audits for Training Procedures and in Divisional Level

  • Lead the team to ensure the compliance of ISO9001/14000/18001/50001/22301/27001, Workplace Safety and Health (WSH), and requirements as stipulated by key shareholders of the Company.
  • Manage all divisional (HR) related audits including ISO, BCM, WSH, OSHA, ITE, EMA, CERT.
  • Ensure compliance to all statutory training requirements.

Other Responsibilities

  • Maximize funding support from relevant Government agencies.
  • Improve employer branding and succession planning through appropriate training sponsorship and awards.

Requirements:

  • Degree or Post-graduate level education and/or professional education in Human Resources Management.
  • Minimum 8 to 10 years relevant working experience in the area of Training and Development with demonstrated skills and proficiency in applying the principles, concepts and techniques of Training and Development and ISO Quality Management.
  • Good working knowledge of Competency Model.
  • Preferably with Unit4 or equivalent HRIS implementation experience.
  • Driven and innovative with strong leadership skills.
  • Good organization, interpersonal and communication skills to handle all levels of stakeholders.
  • Customer focused and pro-active in working with business partners.
  • A confident, creative thinker that possesses continuous improvement mindset and the willingness challenge the status quo.
  • Demonstrate discretion, integrity and upholds confidentiality to the fullest extent.

Other Information:

  • Working Location: Woodlands/Sembawang.
  • Working Hours: Mondays to Fridays, 8.30am to 5.30pm.
  • Critical: Due to the organization's affirmed support and commitment to developing a Singaporean core, this role is only available to Singaporeans.
