Our client is a major Energy cum Commodities Trading MNC. Currently, they are seeking a well experienced individual to join them as "HR Manager ”.

Responsibilities :

  • Active role in formulating and implementing HR policies, HR initiatives
  • Partnering with management and Head of Department to provide HR Support to optimise people, structure, processes and culture with the goals of achieving business result.  
  • Communicate, co-operate and collaborate with respective Department Head, assist on ongoing improvement, development and implementation of the various HR processes within the Singapore operations. 
  • Provide advice, information and support to all stakeholders on HR policies and procedures in line with best practice 
  • Oversee the full spectrum of the employee lifecycle, HR Processes and improvement and best practices
  • Handle and oversee full spectrum of HR Function.  
  • Handle queries on HR policies 
  • Generate and maintain monthly HR reports 
  • Preparation of monthly and annual budget/ forecasts 
  • Prepare and generate reports for various government bodies (MOM, MPA, Statistic Singapore etc) surveys 
  • Preparation of employment contract & company letters
  • Keep track of all personnel record
  • Assist in TMSA audit and Internal Audit on all HR records
  • Enforce compliance with labour regulations and group directives

Recruitment / Talent Acquisition 

  • Involved in full hiring process of the recruitment and selection for the candidates 
  • Create and maintained liaison with hiring manager to determine hiring needs and ensure recruitment deliverables are achieved
  • Performed talent sourcing from internal and external channels. 
  • Ensure timely on boarding of required talents, which includes needs identification, Sourcing, interviewing, selection, on boarding and on job training arrangement.  

Compensation & Benefits

  • Handle monthly company payroll computation which includes overtime pay, allowances and reimbursement 
  • Liaises with 3rd party vendor on all payroll related matters
  • Plan and execute annual performance appraisal, promotion exercise, salary review, bonus payment, etc.
  • Review, plan, develop and implement new health plan for all employees
  • Review and manage all employee medical and insurance claims (PA, H&S and Workmen Compensation, expenses claim etc.) 
  • Developing, Implementing, evaluating compensation and benefits, policies and procedures.  
  • Involve and handle all employee wellness programs (such as Health Screening, Health talks, fruit day etc)

Learning & Development

  • Assist in HR business partnering duties, people development strategies and talent acquisition. 
  • Involve in employee’s development and performance management for organisational effectiveness and in alignment with business objectives
  • Support and implementation of the learning and development programs 
  • Identified training needs of employees to enable effective performance of duties.  
  • Responsible for all training courses such as registration, SDF claims, SRP, payment and certification
  • Recommend, organize training and arrange continuing education for employees to fill gap. 
  • Accessed effectiveness of training programs by measuring employees’ performance before and after. 
  • Keeping track of all training plan, training record, training matrix and training budget.  

Administration 

  • Oversee 1 Admin Assistant 
  • Oversee all administrative and office business related matters.
  • Reviewing of vendors contract for office maintenance, equipment leasing and supplies
  • Handle full spectrum of work pass application for shore-based personnel
  • Handle NSmen make-up claim, Maternity Leave Claims, Child -Care Leave Claims
  • Maintaining of employee leave records 
  • Travel arrangement for all employees
  • Arrangement of accommodation 
  • Lease negotiation/ renewal 
  • Arranging company event such as Christmas, Chinese New Year, Teambuilding etc.  
  • Arranging Condolence wreath, new born gift, long service award etc
  • Involve in relocation of Office and renovation (if required)

Requirements:

  • Diploma or Bachelor's degree in Human Resources, Business Administration, or related field required
  • A minimum of 8 to 10 years of human resource management experience preferred
  • Able to work independently
  • Understand MOM regulations and procedures
  • Meticulous, pro-active with positive attitude and willingness to learn
  • Good interpersonal skills and able to work well with others in a fast-paced working environment
