ABOUT THE OPPORTUNITY

Internews seeks a Deputy Chief of Party for an upcoming media development project focused on enhancing efforts by Central Asian countries to maintain and strengthen the integrity of their information space and enhance public vigilance against disinformation. The project will support local information diversification and counter-disinformation efforts to strengthen society’s ability to develop, disseminate, and use information more effectively as informed citizens; support national and local media to produce balanced, factual, and unbiased reporting on domestic and international affairs relevant to local audiences; and advance information policies, strategies, and legal responses that strengthen information integrity.

The Deputy Chief of Party will support the Chief of Party in all aspects of program management, at a strategic and an operational level. They will help ensure timely delivery of activities, quality control, and the overall responsiveness of technical assistance, as well as cohesion of country and regional project teams and activities. They will lead on project reporting efforts, coordinating the project reporting team to ensure timely and quality monitoring, evaluation, and reporting of project activities for strong communication of project progress, challenges, results, and impact to donors as well as to the full project team for learning and adaptation. The Deputy Chief of Party may be required to act as acting Chief of Party from time to time and will also take on delegated Chief of Party responsibilities as required. The Deputy Chief of Party will support the Chief of Party in liaising with the funder on technical matters and in programs management and operations. 

 

LOGISTICS

This role will be based in Almaty, Kazakhstan or Dushanbe, Tajikistan.

This is a limited-duration position with an anticipated term of five years.

DAY-TO-DAY TASKS will include:

  • Work with Chief of Party, program staff and partners, and technical experts to ensure implementation of project activities according to workplans, within expected timelines and approved budget, to achieve program goal, objectives, and intended impact and outcomes.
  • Provide operational oversight and communicate closely with Internews Headquarters and the Chief of Party to ensure coordination across all countries and activities as well as compliance with funder and internal policies and regulations.
  • Lead on the development, revision, and appropriate follow-up of project reports and monitoring and evaluation plans; help coordinate and develop and/or revise workplans, budgets, and communications materials.
  • Support Chief of Party and carry out supervisory responsibilities in accordance with organizational policies and applicable local laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints, and resolving problems.
  • Support Chief of Party in maintaining regular communication and coordination with funder, other donors, international organizations, relevant government representatives, and local partners as needed.
  • Serve as Acting Chief of Party in the Chief of Party’s absence.

QUALIFICATIONS WE'RE LOOKING FOR:

Required

  • Minimum 7 years of relevant experience working on development projects, including at least 3 years of experience as a Deputy Chief of Party, Program Lead on multi-component programs, or in a similar position with a strong reputation for developing excellent collaborative working relationships with local counterparts, international organizations, and donors.
  • Relevant university degree or equivalent lived/professional work experience.
  • Fluency in English required.
  • Experience working with organizations in information space or advocacy in Central Asia.
  • Deep understanding of the local and regional informational ecosystem and/or media sector.
  • Experience with US government-funded programs required.
  • A successful track record in designing, managing, evaluating, and communicating about donor-funded media and civil society projects and proven ability to develop and monitor work plans, monitoring and evaluation plans, and program reports.
  • Excellent analytical and writing skills.
  • Strong interpersonal and communication skills.
  • Demonstrated ability to work collaboratively with and manage a diverse staff.
  • Proven ability to creatively problem-solve and provide ethical management.
  • Fluency/working proficiency in Kazakh, Tajik, Uzbek, or Russian preferred.
